Regulatory readiness

What regulatory path must I verify before I assume I can tattoo at this event?

Local rules to check

Local health or licensing rules can apply at the event location.

Event location: Philadelphia, PA. Pennsylvania licensing is the state starting point.

Event-specific steps recorded

  • Philadelphia Body Art Artist Certificate or the temporary certificate for work lasting 7 days or fewer
  • Current bloodborne-pathogen certificate for the temporary Philadelphia artist certificate

Booth approval from Villain Arts is not a tattoo permit. A city, county or state can separately require a license or temporary permit to tattoo at this event.

Artist applications

Application terms for this event.

Philadelphia Tattoo Arts Convention is selectable in Villain Arts' current booth-holder registration form. If you are both tattooing and buying the booth, register for both an Artist account and a Booth Holder account under the same email. Artist submissions are vetted for at least 2 years of shop experience, a solid portfolio and a completed apprenticeship.

Deadline rule

Villain Arts does not publish a separate application cutoff for this event. Its vendor policy requires a 50% deposit to hold a booth and full payment 30 days before the event; availability can close earlier.

Application status and booth availability can change quickly. Check with the organizer before paying a fee or booking travel.

Shared organizer policy

What the event asks from artists.

These requirements are set by Villain Arts and apply across its events, not only to this city. Confirm the current terms with the organizer.

  • At least 2 years of tattoo-shop experience for Villain Arts artist approval
  • A solid tattoo portfolio for Villain Arts artist approval
  • Completed tattoo apprenticeship for Villain Arts artist approval

After acceptance

  • Philadelphia Body Art Artist Certificate or the temporary certificate for work lasting 7 days or fewer
  • Current bloodborne-pathogen certificate for the temporary Philadelphia artist certificate

Licenses and permits

Check the event rules and the local tattoo requirements.

Philadelphia requires anyone working as a body artist in the city to be certified. The temporary body-artist certificate costs $10 and covers work lasting 7 days or fewer, with a bloodborne-pathogen certificate required for the application. The convention weekend fits inside that duration, but the certificate still has to be obtained before tattooing.

Artist certification and event-site approval are separate. Philadelphia Public Health also approves body-art establishments, so confirm with Villain Arts that the convention's body-art site approval is in place rather than treating the temporary artist certificate as permission for the venue itself.

Booth approval and legal permission to tattoo are separate. Use the state guide as a starting point, then follow the event-specific regulator or organizer filing above.

Known costs not included in the booth figure

  • Local location, establishment and artist license or permit fees required by the health authority
  • $10 Philadelphia temporary body-artist certificate where applicable
