Regulatory readiness

What regulatory path must I verify before I assume I can tattoo at this event?

Event permit path

The state publishes a temporary-event permit route. Confirm it covers this event.

Event location: Minneapolis, MN. Minnesota licensing is the state starting point.

Event-specific steps recorded

  • Minnesota Body Art Technician License or Guest Body Artist License before the event
  • Current out-of-state tattoo credential for the Minnesota guest route
  • Bloodborne-pathogen training completed within the preceding year for a new Minnesota guest license
  • Legal ID showing the applicant is at least 18 for a Minnesota guest license

Booth approval from Villain Arts is not a tattoo permit. A city, county or state can separately require a license or temporary permit to tattoo at this event.

Shared organizer policy

What the event asks from artists.

These requirements are set by Villain Arts and apply across its events, not only to this city. Confirm the current terms with the organizer.

  • At least 2 years of tattoo-shop experience for Villain Arts artist approval
  • A solid tattoo portfolio for Villain Arts artist approval
  • Completed tattoo apprenticeship for Villain Arts artist approval

After acceptance

  • Minnesota Body Art Technician License or Guest Body Artist License before the event
  • Current out-of-state tattoo credential for the Minnesota guest route
  • Bloodborne-pathogen training completed within the preceding year for a new Minnesota guest license
  • Legal ID showing the applicant is at least 18 for a Minnesota guest license
  • A currently licensed Minnesota body-art technician sponsor tied to a licensed establishment or temporary event

Licenses and permits

Check the event rules and the local tattoo requirements.

Out-of-state artists need a Minnesota Guest Body Artist License before working. The license costs $140 and can cover up to 30 work days in a calendar year. A new application needs a current out-of-state credential, a Minnesota licensed sponsor, recent bloodborne-pathogen training and legal ID. Minnesota says approval cannot be guaranteed when an application arrives less than 2 weeks before the requested work dates.

Minneapolis requires the temporary body-art event to have a sponsor who files the city event license and makes sure every participating artist is properly licensed or permitted by Minnesota. Artists must show proof of their state license or permit to Minneapolis Health staff. The sponsor's event filing is separate from your individual Minnesota artist credential.

Booth approval and legal permission to tattoo are separate. Use the state guide as a starting point, then follow the event-specific regulator or organizer filing above.

Known costs not included in the booth figure

  • Local location, establishment and artist license or permit fees required by the health authority
  • $140 Minnesota Guest Body Artist License for qualifying out-of-state artists
