A qualifying non-Virginia resident can apply for a Guest Tattooer License for up to 14 consecutive days at the specified Virginia parlor or convention. The current application fee is $120, the application is due by 5:00 p.m. Eastern at least 21 days before the requested start date, and an artist may obtain up to five guest licenses per calendar year. For a permanent move or standard out-of-state license path: Virginia publishes Universal License Recognition and endorsement routes for qualifying out-of-state licensees. Those regular-license routes are separate from the short-term Guest Tattooer License.
The temporary tattoo location uses a separate Event Tattoo Parlor License. Current Virginia regulations make that license effective for seven consecutive days and require the firm to submit the application at least 45 days before the event. This facility filing does not replace the individual license required for each artist.
